Mix all together. Use 3-4 tablespoons mixed with 1-1/4 cups of water to make a cream of chicken soup. Or you can dump the dry mix and the water separately into a casserole, and just mix all together. The flour and milk powder will thicken the liquid as the casserole cooks.
